Despite many research efforts and innovative contributions to risk governance and planning governance, there are still knowledge gaps about the most suitable methods and formats of public participation. The research within this project will address these knowledge gaps and contribute to the theory and practice of public participation. The project will explore and empirically test the prospects and limits of deliberative, group-based approaches in various online and offline formats. We will investigate real-world conditions for success of deliberative formats with regard to off-shore wind power generation and the extension of the power grid. Furthermore, we will research the potential for matching discursive approaches with the German regulatory framework. Finally, we aim at a classification of deliberative procedures which helps us to match the most suitable methods and formats to the problem in question.
